New Staff


Three new staff have joined IBO in recent weeks.

Mark Schreiner will cover the Departments of Finance and Sanitation, the Trade Waste Commission, the Office of Collective Bargaining, and the Tax Commission. Before joining IBO, Mr. Schreiner worked as a consultant performing management studies and cost analyses for municipalities in Wisconsin. He is a graduate of Carelton College and the University of Wisconsin-Madison where he received his Master's in Public Administration. Call him at (212) 676-1364.

Michelle Billies will cover the Administration for Children's Services, the Department of Youth and Community Development, City Council, and the Borough Presidents' Offices. Prior to joining IBO, Ms. Billies worked for a number of years as a social worker and writer. She has conducted research, published reports, and developed a curriculum on employment and civil rights issues for organizations such as Human SERVE, the Center for Social Policy and Practice in the Workplace, and the Community Food Resource Center. She is a graduate of the University of Michigan and Columbia University where she received her Master's in Social Work. Call her at (212) 676-9247.

Clark Draper III will cover the Departments of Aging, Health and Mental Health as well as the Public Advocate's Office. Before joining IBO, Mr. Draper was a federal budget analyst in Washington, D.C. for Federal Funds Information for States, a joint service of the National Governor's Association and the National Conference of State Legislatures. He is a graduate of the University of Kansas and Virginia Commonwealth University where he received a Master's in Urban Planning. Call him at (212) 442-8619.
